LTA Board Signs 2026 Performance Contract, Reinforces Commitment to Accountability and Service

Monrovia, Liberia – The Board of Commissioners of the Liberia Telecommunications Authority (LTA) has officially signed its 2026 Performance Contract, reaffirming its commitment to achieving national telecommunications and ICT development goals while remaining accountable to the Government and people of Liberia. The signing marks a significant step in the LTA’s efforts to enhance performance, transparency, and service delivery across the telecommunications and information and communications technology (ICT) sector. Speaking during the ceremony, LTA Chairman Hon. Clarence K. Massaquoi described the agreement as a commitment to delivering on the targets and priorities established for the Authority in 2026.

“The Performance Contract outlines the goals and benchmarks we are expected to achieve during the year. By signing it, we are committing ourselves to work diligently to meet those targets and deliver results for the Liberian people,” Chairman Massaquoi said. He noted that the Performance Contract serves as a roadmap for results, with the LTA’s progress and achievements set. He noted that the agreement sets clear targets for 2026 and provides a framework for evaluating the LTA’s performance and impact by the Office of the President at the end of the year.

Chairman Massaquoi also reflected on the Commission’s mandate, noting that the Board was officially commissioned by President Joseph N. Boakai on August 15, 2025, completing the constitutional appointment process. “Every responsibility we carry out at the LTA is done on behalf of the Government and the people of Liberia. This contract is more than a document; it is a pledge of accountability, transparency, and service,” he added. The Chairman emphasized that the Commission remains focused on creating an enabling environment for innovation, investment, and digital transformation while ensuring effective regulation of Liberia’s telecommunications and ICT sector. The signing of the 2026 Performance Contract demonstrates the LTA’s continued commitment to advancing Liberia’s digital future and delivering measurable results that support national development.
