MONROVIA, Liberia — The Liberia Telecommunications Authority (LTA) is strengthening regional cooperation on digital transformation and public-sector modernization following high-level discussions with Sierra Leone’s National Public Procurement Authority (NPPA) and Liberia’s Public Procurement and Concessions Commission (PPCC). The engagement focused on strengthening transparent, efficient, and technology-driven procurement systems, while sharing institutional experiences and best practices between Liberia and Sierra Leone.

PPCC Executive Director Bodger Scott Johnson said stronger procurement systems are vital to Liberia’s efforts to improve governance and reposition the country internationally. “We believe that this initiative demonstrates our commitment to transparency, efficiency, and the effective use of technology in public procurement,” Johnson said.

Chief Fodie J. Konneh, CEO of Sierra Leone’s NPPA and head of the visiting delegation, emphasized the link between modern procurement and effective e-governance. “Procurement is an important part of the infrastructure required to support e-governance and digital readiness,” Konneh said, stressing that procurement systems must evolve alongside digital government. He described PPCC as a “GPS” for the procurement reform journey, helping institutions navigate challenges, identify the right direction, and improve their systems. He also called for stronger institutional and technical cooperation between Liberia and Sierra Leone.

LTA Board Chairman Hon. Clarence K. Massaquoi welcomed the engagement, highlighting the importance of transparent systems, institutional accountability, and public confidence. “The process does not depend on me personally. It depends on the law, the rules, and the established procedures,” Massaquoi said. He further urged government institutions to embrace digital transformation, noting that the LTA’s role as Liberia’s telecommunications regulator requires it to lead by example. “We cannot be resistant to digital transformation. We must embrace it,” he said. Massaquoi reaffirmed the LTA’s commitment to supporting digital initiatives that enhance efficiency, transparency, accountability, and access to government services. The engagement underscores a shared commitment by Liberia and Sierra Leone to deepen institutional cooperation and advance modern, transparent, and digitally enabled public-sector systems.

The Public Procurement and Concessions Commission (PPCC) recently recognized the LTA for its continued compliance with Liberia’s public procurement laws and regulations. The recognition was marked by the presentation of electronic procurement equipment to the LTA, including three computers, a multifunction printer three laptop bags, and three computer mouse. The equipment, provided under the Government’s E-Procurement initiative, is intended to strengthen the Authority’s capacity to manage procurement plans, submit documents, administer contracts, and use the PPCC’s national electronic procurement platform.
