Monrovia, Liberia – The Liberia Telecommunications Authority (LTA) has dismissed allegations of corruption involving revenue from Liberia’s International Gateway Monitoring System (IGS), describing the claims as false and aimed at undermining ongoing reforms in the telecommunications sector. The Authority said the accusations surfaced after the suspension of the Telecommunications International Alliance (TIA) concession and were intended to distract from efforts to strengthen transparency, accountability, and regulatory oversight. LTA Chairperson Hon. Clarence K. Massaquoi reaffirmed the Authority’s commitment to openness and accountability, stating that the LTA is prepared to cooperate with any independent financial audit.

“The Liberia Telecommunications Authority has nothing to hide. We welcome an independent audit of every dollar generated from the international gateway monitoring system because our operations are guided by transparency, accountability, and the laws of Liberia,” Massaquoi said. Following the suspension of the TIA monitoring contract in October 2025, the LTA assumed temporary management of the gateway monitoring system, generating significant revenue while demonstrating its ability to operate the system locally. The Authority said the experience highlighted the importance of technology transfer and local capacity building and emphasized that any future procurement process will be conducted through the Public Procurement and Concessions Commission (PPCC) in line with Liberian law.

The LTA also noted that the current NUMTEL JV/NUMBASE arrangement allocates 60 percent of gateway revenue to the Government of Liberia and 40 percent to the operator,– a significant improvement over previous contractual terms. “The reforms we are implementing are restoring integrity to Liberia’s telecommunications sector,” Massaquoi said. “We remain focused on protecting the public interest and ensuring that Liberia receives its fair share of revenue.” The LTA reiterated its commitment to transparency, cooperation with independent oversight, and continued efforts to safeguard national telecommunications revenue while urging the public to disregard what it described as misinformation intended to undermine confidence in the institution.
