LTA Seeks Greater Transparency in Mobile Pricing and Promotional Offers
MONROVIA, LIBERIA, October 13, 2026 — The Liberia Telecommunications Authority (LTA) is proposing stronger controls on mobile tariffs and promotional offers to improve pricing transparency, protect consumers and promote fair competition in the telecommunications sector. The Authority on Tuesday held a daylong stakeholder consultation on draft Tariff Guidelines for regulated mobile voice, text messaging and data services. Opening the forum, LTA Board Chairman Hon. Clarence K. Massaquoi advised that prolonged promotions could confuse consumers by making temporary discounts appear to be standard prices, particularly when offers are withdrawn or changed.
He said the proposed guidelines would establish clearer requirements for tariff submissions and approvals, billing, charging, promotional offers and disclosure of service terms and conditions. The draft follows a market study conducted by Salience Consulting and the LTA’s review of mobile pricing practices, which identified frequent price changes and extended promotions with unclear conditions. Hon. Massaquoi stressed the need to balance consumer protection with operators’ commercial interests, noting that transparent and predictable pricing benefits both subscribers and service providers. The consultation brought together mobile network operators, consumer advocacy groups and technology students to review the proposed guidelines and provide recommendations. Stakeholder feedback will inform the final document before the LTA proceeds with implementation and enforcement among regulated licensees.
