LTA Seeks Stake holder Input on Draft Telecommunications Infrastructure Regulations

MONROVIA, LIBERIA — The Liberia Telecommunications Authority (LTA) is seeking industry-wide input to strengthen the regulation of telecommunications infrastructure, including its deployment, sharing and decommissioning, through its first public consultation on proposed infrastructure regulations. Held on Friday, October 9, 2026, at RLJ Resort in Paynesville, the consultation brought together Mobile Network Operators (MNOs), Internet Service Providers (ISPs) and other stakeholders to review the draft framework and recommend improvements before its finalization. The proposed regulations aim to promote infrastructure sharing, reduce unnecessary duplication, encourage coordinated development and align Liberia’s telecommunications sector with International Telecommunication Union (ITU) recommendations and international best practices. They also seek to address public health, safety, aviation and environmental concerns.

Speaking at the forum, Licensing and Regulation Commissioner Ben A. Fofana emphasized that developing an effective regulatory framework requires broad stakeholder participation. He said the draft was an initial proposal that must undergo constructive review and validation to ensure the final document reflects national priorities and the practical needs of the sector. Commissioner Fofana also highlighted the cross-sectoral nature of infrastructure regulation, noting the importance of coordination among institutions, including the Liberia Telecommunications Corporation, Liberia Electricity Corporation, Environmental Protection Agency and Ministry of Public Works.

Meanwhile, Government and Consumer Affairs Commissioner Patrick Honnah urged service providers and other stakeholders to actively contribute to the review process, identify unclear provisions and propose recommendations that protect consumers and serve the public interest. Participating licensees welcomed the opportunity to provide feedback, pledging to help clarify definitions and strengthen the language of the proposed regulations. The LTA expects the consultation to support the development of a clear, practical and comprehensive regulatory framework that encourages infrastructure sharing, improves coordination, safeguards public interests and supports Liberia’s digital development.
