Paynesville, Liberia — LTA Board Chairperson Hon.Clarence K. Massaquoi has called for stronger cross-border cooperation among Liberia, Sierra Leone, Guinea and Côte d’Ivoire, urging the four Mano River Union (MRU) countries to coordinate policies and develop integrated infrastructure to expand affordable and reliable connectivity. Speaking at the 3rd Annual MRU Internet Governance Forum (MRU IGF) 2026, Massaquoi emphasized cybersecurity, data protection, consumer protection, innovation and digital inclusion. “Data crosses borders without passports. Our regulations must therefore be forward-looking, and regional cooperation must be our strongest tool,” he said. CSquared West Africa Regional Director Estelle Akofio-Sowah called for stronger terrestrial networks and an integrated digital corridor connecting the four countries, stressing the need to move beyond separate national networks. “A superhighway that stops at a national border is simply a country road. Let us work together to build a digital superhighway that crosses borders and fully integrates the Mano River Union countries,” she said.For his part, Deputy Minister for Energy Charles Umehai stressed that digital connectivity cannot advance without dependable and affordable electricity. “Digital inclusion must go hand in hand with energy inclusion,” he said, highlighting the need to address energy infrastructure alongside digital development.The three speakers collectively underscored the importance of regional cooperation, cross-border infrastructure, reliable energy, resilient connectivity and coordinated investment to support economic growth and strengthen the MRU’s digital economy.
