LTA Revokes Starcell's Telecommunications License Over Regulatory Non-Compliance


Monrovia, Liberia – July 16, 2026 – The Liberia Telecommunications Authority (LTA) has revoked the Universal Telecommunications License and Spectrum Authorization of Starcell International Liberia with immediate effect after the company failed to comply with key licensing and regulatory requirements. Speaking at the Ministry of Information’s regular press briefing, LTA Chairperson Hon. Clarence K. Massaquoi said the decision followed a comprehensive regulatory review conducted under the Telecommunications Act of 2007.

“Starcell failed to commence telecommunications operations in Liberia, did not meet its financial obligations, failed to make required contributions to the Universal Access Fund, violated LTA regulations, and did not respond to repeated regulatory directives,” Hon. Massaquoi said. He noted that the company’s inability to launch operations denied Liberians access to anticipated telecommunications services while tying up valuable national spectrum resources that could have been put to productive use. The revocation comes after a 90-day suspension issued by the LTA from February 9 to May 10, 2026, during which Starcell was given an opportunity to address the identified violations. According to the Chairperson, the company failed to respond or take corrective action before the suspension expired.

“With the revocation now in effect, Starcell is no longer authorized to operate as a licensed telecommunications service provider in Liberia,” Hon. Massaquoi stated. The LTA confirmed that all spectrum, frequencies, numbering resources, and other regulatory privileges previously assigned to Starcell have reverted to the Authority for reassignment. The Authority reaffirmed its commitment to enforcing the Telecommunications Act of 2007 and ensuring that all licensed operators comply with regulatory requirements to promote a competitive, transparent, and consumer-focused telecommunications sector in Liberia.
