LTA Chairperson, UNDP Officials Discuss Digital Inclusion in Liberia

Monrovia, August 28, 2025 

The Chairperson of the Liberia Telecommunications Authority (LTA), Clarence K. Massaquoi,

held discussions with United Nations Development Programme (UNDP) representatives in

Monrovia last week on strengthening collaboration to advance digital inclusion in Liberia.

The meeting, which took place on Wednesday, August 27, at the UNDP Headquarters, brought

together Massaquoi, UNDP Country Representative Aliou Mamadou Dia, and Deputy Country

Director Louis Kuukpen.

The talks focused on improving digital access, expanding connectivity, and enhancing

governance of ICT infrastructure. Hon. Massaquoi highlighted the LTA’s role in regulating

telecommunications and information and communication technology, stressing the need for

stronger frameworks to support Liberia’s digital transformation.

UNDP officials welcomed the engagement and commended the LTA for its proactive efforts in

promoting digital development. They reaffirmed UNDP’s commitment to supporting innovation,

inclusion, and sustainable growth in Liberia’s technology sector.

Both sides agreed to explore opportunities for future cooperation, with the partnership expected

to contribute to economic growth, social development, and improved living standards.

“The collaboration between the LTA and UNDP presents an opportunity to drive innovation and

build a more inclusive digital economy,” Massaquoi said following the meeting.

The discussions are seen as laying the groundwork for long-term cooperation in advancing

Liberia’s digital agenda
