U.S. Diplomat Engages LTA on Expanding Telecom Investment

Monrovia, Liberia – September 29, 2025 – The U.S. Embassy’s Political and Economic Counselor, Sara L. Horner, met today with Liberia Telecommunications Authority (LTA) Commissioners Ben Fofana and Patrick R. Honnah to discuss opportunities for strengthening U.S. telecom investment in Liberia.

Last year, the LTA granted Starlink a provisional one-year license to operate in Liberia. At the meeting, Counselor Horner praised Liberia’s investment climate and pledged to advocate for Liberia with U.S. stakeholders, noting that supporting American companies is key to deepening bilateral commercial ties.

The Commissioners highlighted new regulatory steps allowing Starlink to operate as a nationwide retailer, a move expected to expand access to Starlink kits through electronics and telecom outlets across the country. LTA technicians explained that the ongoing licensing review aims to modernize Liberia’s telecom framework—attracting both global players like Amazon and Leo Satellite, as well as smaller entrants. The reforms are designed to boost competition, lower consumer barriers, and extend broadband coverage to underserved areas.

The Commissioners assured that while opening the market, the LTA remains committed to consumer protection and long-term sector stability.
