Hon. Clarence K. Massaquoi serves as Chairperson of the Liberia Telecommunications Authority (LTA), the national regulatory body responsible for overseeing the development and regulation of Liberia’s telecommunications and information and communications technology (ICT) sector. In this capacity, he provides strategic direction for the Authority’s mandate to expand access to reliable telecommunications services, strengthen regulatory oversight, and promote innovation that supports Liberia’s digital transformation agenda. As Chairperson, Hon. Massaquoi oversees the Authority’s key operational and administrative functions, including the Departments of Administration, Operations, and Legal. Under his leadership, the LTA continues to advance policies and initiatives aimed at expanding connectivity to underserved communities, promoting digital inclusion, strengthening consumer protection, and aligning Liberia’s telecommunications sector with international regulatory standards and best practices.

Hon. Massaquoi brings to the role extensive experience in public service, governance, and policy development, complemented by professional experience in the private and non-profit sectors. Before he was appointed Chairperson, he served two terms as a Member of the Honorable House of Representatives of the Republic of Liberia, representing Electoral District #3 in Lofa County. During his tenure in the National Legislature, he served as Chairman of the House Committee on Contract, Monopoly, and Public Procurement in the 53rd Legislature and Chairman of the House Committee on Investment in the 54th Legislature. He also served as a Member of the ECOWAS Parliament, where he participated in regional parliamentary engagement and policy dialogue on economic cooperation and development.

Earlier in his career, Hon. Massaquoi served as Regional Director of Pentecostal Mission Unlimited (PMU)-Liberia, where he played a pivotal role in strengthening the organization’s institutional capacity and expanding its national footprint. His leadership during this period contributed significantly to the organization’s growth and visibility across Liberia. Hon. Massaquoi also previously served as Commissioner for Engineering and Technology at the Liberia Telecommunications Authority, where he contributed to the development and implementation of technical and regulatory initiatives aimed at strengthening Liberia’s telecommunications infrastructure and regulatory environment.

He holds a Bachelor’s degree in Economics and a Master’s degree in Finance from Cuttington University. Hon. Massaquoi is committed to leveraging technology and sound regulatory frameworks to drive economic growth, expand opportunity for young people, and support sustainable national development.
