Liberia and Sierra Leone Roll Out Free Roaming Agreement

Liberia and Sierra Leone have launched a Free Roaming Agreement that will allow mobile
phone users in both countries to make and receive calls at local rates while traveling across their
borders. The arrangement, announced by the Liberia Telecommunications Authority (LTA), takes
effect this Wednesday and follows a Memorandum of Understanding signed by the two
governments.
LTA Chairperson, Clarence K. Massaquoi described the initiative as a major step toward
advancing trade, mobility, and digital connectivity in the region. He said the agreement supports
the Economic Community of West African States’ (ECOWAS) long-standing goal of building a
unified telecommunications space. The LTA Chairperson also disclosed that Côte d’Ivoire,
Ghana, and The Gambia are expected to join the program by October 2025.
“Removing communication barriers is essential for deepening regional integration,” Massaquoi
said.
The agreement eliminates international roaming charges for consumers and businesses, a move
expected to make cross-border communication more affordable and convenient.
ECOWAS Resident Representative in Liberia, Josephine Nkrumah, welcomed the initiative and
praised the political commitment of Liberia, Sierra Leone, and Guinea in pushing the program
forward. She emphasized the need for a harmonized legal and regulatory framework to sustain
the effort.
Nkrumah noted that ECOWAS has supported free regional roaming since 2017 and will continue
to provide technical and policy guidance to broaden the program across West Africa.
The Free Roaming Initiative has been described as a potential game-changer for cross-border
communication, aimed at boosting economic cooperation, improving regional mobility, and
enhancing connectivity for citizens throughout the sub-region
