The Engineering Commissioner of the Liberia Telecommunications Authority (LTA) is a seasoned telecommunications engineer with more than four decades of professional experience in telecommunications engineering, spectrum management, and network operations. He currently serves as Engineering Commissioner (2025–Present), where he provides technical leadership and oversight for the Engineering and Technology (E&T) Department. In this role, he is responsible for guiding the LTA engineering initiatives, addressing technical and regulatory issues, and supporting the development and maintenance of Liberia’s telecommunications infrastructure. Since the establishment of the LTA, he has worked to contribute to the development and strengthening of Liberia’s telecommunications regulatory framework.

Before he was appointed Commissioner, he served as Engineering Director at LTA from 2010 to 2025, where he managed the day-to-day technical operations of the Engineering and Technology Department. His responsibilities included supervising engineering operations, spectrum management and monitoring activities, coordinating telecommunications equipment Type Approval processes, preparing annual departmental reports, and providing technical advisory support to the Commissioner’s office.

Earlier in his tenure at LTA, he served as Spectrum Manager (2006–2010), where he played a significant role in developing Liberia’s national spectrum management structure. Key contributions during this period included the development of Liberia’s Frequency Allocation Plan (FAPL) in 2007 in accordance with International Telecommunication Union (ITU) standards, harmonization of the 900/1800 MHz frequency bands among GSM companies operating in Liberia at the time, and the preparation of the country’s national telephone numbering plan in line with ITU-T Recommendation E.164, which remains the foundation of Liberia’s telephone numbering system. He also contributed to the development of regulatory documentation, including the Type Approval Certificate framework and various spectrum licensing application forms.

Before joining the LTA, he served for 25 years (1981–2006) with the Liberia Telecommunications Corporation (LTC), where he held several senior technical and managerial positions. These included Technical Coordinator, Operations Manager, Planning Manager, Systems Engineer, Earth Station Manager, Transmission Manager, and Earth Station Engineer. During his tenure at LTC, he was involved in national telecommunications network planning, satellite communications operations, international transmission systems, and infrastructure development projects.
